Research cutoff: · Updated:A technical organization within each province
A useful starting point is the provincial Management and Planning Organization, known in Persian as the Sazman-e Modiriyat va Barnamerizi. A 1393 Solar Hijri reorganization, corresponding to 2014, provided for these organizations to be separated from provincial governorates. Its remit covered planning, budgeting, management development, human resources, technical affairs, and supervision within national policy. s1
The same resolution connected provincial and national authority: the governor proposed the organization’s head, while the national organization’s head approved and issued the appointment. The governor could refer economic, social, and cultural studies and planning matters to the organization. This arrangement helps explain why technical planning and political coordination should be examined separately, even when they work closely together. These are provisions of the historical resolution, not verification of every appointment procedure at the research cutoff. s1
[s1]How national planning shapes regional work
A subsequent administrative resolution in 1395 Solar Hijri, corresponding to 2016, separated national administrative and employment affairs from planning and budget affairs. It assigned the Plan and Budget Organization responsibilities including development strategies, annual budget preparation, monitoring, statistics coordination, and spatial planning. s2
Spatial planning—amayesh-e sarzamin in Persian—concerns the geographic organization of development. Article 32 of the Permanent Provisions of Development Programs Law establishes a national spatial-planning council with responsibilities spanning national, regional, and provincial plans. Its provisions require executive agencies to align operational programs with spatial-planning directions. Regional development therefore sits within a national framework, rather than being solely a provincial choice. s3
[s2] [s3]From planning work to decisions
The provincial planning organization also hosts the secretariat of the provincial Planning and Development Council. Under the inspected implementing regulation, the secretariat prepares council business, follows decisions, and assembles performance reporting. Specialist working groups develop proposals for council consideration. This provides an institutional bridge between technical work and collective decisions. s4
For readers assessing a development announcement, the practical question is which stage the evidence establishes. A study, a council decision, and a completed investment require different records. The inspected organizational documents explain responsibilities; they do not demonstrate delivery or establish that regional inequalities have narrowed.
