Research cutoff: · Updated:The governorate and the governor-general
The Persian word ostandari refers to the provincial governorate; ostandar identifies the governor-general who heads it. The foundational administrative resolution makes the governor-general the government’s senior representative in the province, accountable to the president and cabinet and, for Interior Ministry responsibilities, to the interior minister. Appointment follows nomination by the interior minister, cabinet approval, and a presidential decree. s1
This describes an appointed executive office. It should not be confused with a provincial representative council or assumed to possess every public power exercised within provincial boundaries. s1s3
[s1] [s3]What coordination involves
A service-and-process inventory hosted by North Khorasan’s governorate shows the breadth of the administrative workload. Its civil-development coordination sections include monitoring development projects, reviewing urban and rural planning matters, interacting with agencies on environmental pollution, and coordinating infrastructure services. Waste-management entries include support and oversight of county working groups and supervision of private investment in urban waste management. s2
These are descriptions of administrative processes. They do not show that the governorate itself collects refuse, operates every utility, or completes every project. They instead illustrate why a provincial office needs to bring together institutions whose specialist responsibilities differ. The inventory also identifies reporting to planning and technical council secretariats, demonstrating the importance of committees and information flows alongside individual decisions. s2
[s2]Why the limits of authority matter
Constitutional Article 103 requires government-appointed territorial officials to respect council decisions within the councils’ jurisdiction. Coordination authority therefore exists alongside other legally defined responsibilities. s3
Later rules also require careful legal checking. A reproduced Administrative Justice Court judgment dated 1405/02/29 Solar Hijri addresses a requirement for a governor-general’s written agreement in selecting university presidents. The court found the challenged arrangement inconsistent with the governing legal framework and beyond the issuing authority’s powers. This example cautions against treating every appointment provision in an older administrative compilation as an unrestricted current power. s4
For readers assessing a governorate’s role, the useful questions are concrete: which institution holds the legal responsibility, which instrument authorizes provincial coordination, and whether a later rule or judgment changes the arrangement. This draft establishes the office’s basic identity and illustrates its workload, but it does not yet provide a complete account of all powers effective at the research cutoff.
