POLITICAL INSTITUTIONS & GOVERNANCE / FIELD NOTE

County Governorates

A county governorate, or farmandari, is an appointed territorial administration within an Iranian province. Understanding it requires separating the county governor's coordinating responsibilities from the distinct roles of councils and specialized public agencies.

A territorial office between province and district

A farmandari is a county governorate; its head is the farmandar, or county governor. The territory administered is a shahrestan, conventionally translated as county. It should not be confused with a city: the national divisions law defines a county through neighboring districts and identifies a city within it as the administrative center. Article 12 places counties beneath provinces and above districts in the administrative hierarchy. s1s2

This distinction matters when reading an address or an announcement about a public project. A county administration concerns a wider territory than its central city. References to the county governor therefore do not necessarily describe an action by the city municipality. The relevant unit and the institution responsible should be identified separately. s1

Appointment and administrative coordination

Under Article 5 of the inspected administrative resolution, the provincial governor proposes the appointment or removal of a county governor, with approval and an appointment order from the interior minister. Article 7 provides for the provincial governor to designate an acting head when the office becomes vacant or its holder cannot perform the duties. These are appointments within the executive administration. s2

The resolution establishes a county administrative council chaired by the county governor. Its amended reporting provisions require executive units to submit periodic performance reports to the appropriate provincial or county governor. Article 24 extends the resolution's provincial responsibilities to county governors within their territory, subject to its stated exception. These provisions describe coordination and supervision; they do not themselves demonstrate the quality of services delivered. s2

How appointed administration relates to councils

Iran's Constitution also recognizes a council framework for local affairs. Article 100 connects councils with social, economic, development, health, cultural, educational, and welfare matters, leaving their detailed powers and selection arrangements to legislation. Article 103 requires government-appointed territorial officials, explicitly including county governors, to respect council decisions within the councils' lawful authority. s3

The useful distinction is between institutions with different legal foundations. The county governor holds an appointed executive office, while a council operates under the constitutional and statutory framework for local representation. Reading either as a complete substitute for the other obscures how the system is designed to work. Constitutional recognition of councils also cannot establish, by itself, how much influence a particular council exercises in practice. s2s3
