Legislative Institutions

Iran's legislative institutions combine parliamentary deliberation with constitutional and religious review. Understanding the system requires separating elected representation, committee work, executive oversight, and the review of legislation.

An elected chamber within a wider system

The Islamic Consultative Assembly, commonly called the Majles, is Iran's elected legislative chamber. The constitution permits it to legislate within constitutional limits, while assigning review for compatibility with the constitution and Islamic criteria to the Guardian Council. The Expediency Council addresses specified legislative disagreements between these institutions. A parliamentary vote therefore needs to be distinguished from completion of the legislative process. s1

Where legislative detail is examined

The parliamentary rules reproduced by Syracuse University's Iran Data Portal describe specialized committees as working bodies that examine referred government bills and members' proposals. Their remit also includes investigating implementation, considering questions directed to ministers, and preparing reports. Committee activity thus connects legislative drafting with scrutiny of administration. s2

This distinction helps readers interpret parliamentary news. Referral to a committee, publication of a committee report, and approval by the full chamber describe different stages. A report may identify implementation problems or recommend an amendment without itself changing the law. The reproduced rules are useful evidence of procedural design, but their amendment history must be checked before presenting individual procedural details as current. s2

Formal authority and political participation

Institutional powers alone do not explain who can exercise them. The House of Commons Library's March 2024 briefing describes candidate vetting by the Guardian Council and the exclusion of many reformist and moderate candidates. It also explains that parliamentary competition operates through factions and groupings rather than cohesive party blocs comparable to those found in some parliamentary democracies. These observations concern the political conditions of the 2024 election, rather than an assessment of every subsequent parliamentary decision. s3

The same briefing distinguishes Parliament from the Assembly of Experts, which has a separate leadership-selection function. Similar English translations of institutional names can obscure this difference: the Assembly of Experts is not another chamber through which ordinary parliamentary bills routinely pass. s3

limitations

  • The page provides an institutional introduction rather than the requested full-length subfield treatment.
  • The reproduced procedural rules were not verified against a consolidated Persian text current at the cutoff.
  • The 2024 election briefing establishes a dated political context, not developments through October 2026.

unverified items

  • Procedural amendments and documented institutional practice through 2026-10-26.
  • The Parliamentary Research Center's current mandate, publication procedures, and relationship to committee deliberations.
  • Recent case studies tracing legislation through review, dispute resolution, promulgation, and implementation.

data gaps

  • No comparable annual series of legislative output or oversight outcomes was verified. Counts of bills alone would require definitions distinguishing introduction, passage, review, and enactment.

coverage period

Constitutional framework revised in 1989, reproduced parliamentary procedures, and election context from March 2024.
