Regional Airports

Iran’s airport network includes facilities serving provincial centres and smaller communities alongside its major gateways. Understanding their regional role requires distinguishing the presence of an airport from the availability, frequency and continuity of airline service.

A network beyond the major gateways

The airport directory maintained by Airports Council International Asia-Pacific & Middle East lists numerous facilities operated by Iran Airports & Air Navigation Company. Examples include Ardabil, Bam, Bojnourd, Gorgan, Khoy, Noshahr, Sanandaj and Yasuj. They illustrate the breadth of the company’s airport portfolio beyond the best-known international gateways. The directory associates the company with the Ministry of Roads and Urban Development. s1

Here, “regional airports” describes their role in connecting places within a wider transport network. It is not presented as a verified Iranian legal classification. The directory includes facilities with different names and designations, but its listing does not establish a common level of traffic or a common pattern of service. It should therefore be used as an institutional starting point, rather than a timetable. s1

Why smaller aircraft entered the discussion

A concrete regional-connectivity initiative appeared in ATR’s May 2017 announcement of aircraft deliveries to Iran Air. The manufacturer presented the ATR 72-600 programme as a way to develop connections between Iranian regions and support local economies. Its discussion linked regional aviation with the ability to serve smaller airfields and challenging environments. These were the supplier’s stated capabilities and development objectives, not an airport-by-airport assessment of Iran’s operating conditions. s2

The announcement matters because it connects airport infrastructure with the aircraft needed to use it. A regional strategy must address both sides of that relationship: facilities on the ground and an airline able to provide suitable services. However, the release does not demonstrate how frequently individual communities subsequently received flights, whether routes remained in operation, or whether local economic benefits were measured. s2

What would demonstrate useful regional access?

The evidence inspected supports the existence of a geographically extensive airport portfolio and a documented programme intended to improve regional flying. It does not support a ranking of regional airports by accessibility or effectiveness. s1s2

An assessment should distinguish several questions: whether an airport is available for commercial operations; whether an airline schedules a route; how often that service runs; and how reliably it operates. Passenger totals would add another dimension, but would not by themselves explain whether departure times meet local needs. These are proposed evaluation questions, rather than findings about particular Iranian airports.

For now, the most defensible conclusion is limited: regional connectivity was an explicit aim of fleet investment, while the continuity and distribution of the resulting services require further evidence. An airport’s appearance in a directory should not be read as confirmation of a bookable flight at the research cutoff. s1s2

limitations

  • The undated ACI directory was inspected after the cutoff and is not an archived inventory for 2026-10-26.
  • Regional airport is used descriptively; no official classification was verified.
  • The ATR release describes intended benefits and cannot establish their realization.

unverified items

  • Airport-by-airport commercial operating status and schedules at the cutoff.
  • Current infrastructure, instrument procedures and aircraft operating limitations.
  • Measured effects of regional services on local accessibility and economic activity.

data gaps

  • No comparable airport-level annual traffic series was verified for 2012–2026.
  • No consistent regional-airport population was established for aggregation; national airport totals would not resolve this gap.
