Research cutoff: · Updated:Different facilities, different measures
Iran’s petroleum-processing system includes crude-oil distillation and condensate processing. EIA identifies Persian Gulf Star as a facility processing condensate from South Pars and describes a new distillation unit added at Abadan in March 2023. Its assessment also notes continued gasoline imports despite processing investments. More installed processing equipment does not, by itself, demonstrate that domestic demand for every fuel is met. s1
[s1]A consistent published capacity series
OPEC’s 2025 Annual Statistical Bulletin reports Iran’s refinery capacity at 2,201 thousand barrels per day in 2020, rising to 2,237 thousand barrels per day in 2022 and remaining at that reported level through 2024. The accompanying series preserves those published values. It measures capacity rather than actual refinery intake or fuel production. s2
The complete table footnotes could not be inspected because direct retrieval of the PDF failed. Consequently, the series should be treated as OPEC’s reported capacity measure, without assuming that its coverage matches another publisher’s crude-distillation or condensate-processing totals. It should not be used to calculate a utilization rate against a differently defined throughput series. s2

Data, units and methodology
Published annual reporting-year capacity values from Table 4.1, IR Iran total row. Values are stored in thousand barrels per day. This is a capacity measure, not an annual production flow or observed throughput. The precise within-year reference date and complete coverage footnotes were not verified; Gregorian period boundaries are therefore null. Values are transcribed as reported, without conversion or interpolation. No explicit estimate or revision flags were visible in the inspected row.
| Reporting period | Reported refinery capacity (barrels per day; ×1000) |
|---|---|
| 2020 | 2,201 observed — Published capacity value; not a measurement of actual throughput.[s2] |
| 2021 | 2,202 observed — Published capacity value; not a measurement of actual throughput.[s2] |
| 2022 | 2,237 observed — Published capacity value; not a measurement of actual throughput.[s2] |
| 2023 | 2,237 observed — Published capacity value; not a measurement of actual throughput.[s2] |
| 2024 | 2,237 observed — Published capacity value; not a measurement of actual throughput.[s2] |
Only five annual observations were verified from this release; the default 15-year research window is incomplete.
The official PDF’s indexed table was inspected, but direct PDF retrieval returned HTTP 403.
Full table footnotes, detailed coverage, and the within-year capacity reference date require verification before publication.
The observation status denotes unflagged published values and does not establish how the underlying capacity was measured.
This series does not establish operating availability following later infrastructure disruptions.
Why precise facility identification matters
Fuel depots, oil refineries, and gas-treatment plants should be distinguished when assessing disruption. On June 15, 2025, S&P Global reported a fire at the Shahran storage depot while describing the nearby Tehran oil refinery as unaffected and operating normally, citing Iran’s oil ministry news service. The same report separately discussed fires at gas-treatment plants. Its account supports a dated distinction between affected facilities; it does not establish their condition at the October 2026 cutoff. s3

limitations
- The draft is not a complete refinery directory or an assessment of operating conditions through October 2026.
- The annual capacity values were inspected in the official publisher’s indexed table; complete PDF methodology and footnotes remain unavailable.
- No conclusion about fuel self-sufficiency is drawn from capacity alone.
unverified items
- Complete OPEC Table 4.1 footnotes and reconciliation with alternative capacity definitions.
- Refinery operating availability, damage, repairs, and commissioning outcomes through October 26, 2026.
- Facility-specific ownership, feedstock, product specifications, and environmental performance.
data gaps
- The default 2012–2026 research window is only partially covered by the verified 2020–2024 series.
- No verified 2025 or 2026 capacity observation is included.
- A comparable annual throughput and product-output series remains to be verified.
