Research cutoff: · Updated:From Iran National to Iran Khodro
Iran Khodro began in 1962 as Iran National, founded by members of the Khayami family. Its early development involved Mercedes-Benz commercial vehicles, but the Paykan passenger car became the defining product. Paykan means “arrow” in Persian; the vehicle was based on Britain's Hillman Hunter and initially assembled in Tehran from kits supplied by the Rootes Group. After the 1979 revolution, the company was nationalized and renamed Iran Khodro. s1
The Paykan illustrates an important distinction in automotive history: assembling an imported design and developing a domestic manufacturing system are related but separate achievements. A licensed vehicle can provide the starting point for tooling, component production and engineering experience without having originated as a locally designed platform. MEED's historical account describes Iran Khodro's subsequent expansion into parts production and research, alongside the long continuation of the Paykan itself. Passenger-car production of the old Paykan ended in May 2005. s1
[s1]A partnership renewed, then interrupted
On 21 June 2016, Iran Khodro and France's PSA Group signed a final agreement for an equally owned joint venture. PSA described a Tehran manufacturing project intended to introduce the Peugeot 208, 2008 and 301, with manufacturing and research investment planned over the following five years. The agreement also envisaged a platform that Iran Khodro could use for its own vehicles and the possibility of regional exports. These were contractual intentions and company expectations, rather than evidence that every proposed model or investment was subsequently delivered. s2
The opening proved vulnerable to changes outside the factory. On 4 June 2018, following the United States' withdrawal from the Joint Comprehensive Plan of Action, the nuclear agreement commonly abbreviated as JCPOA, PSA announced that it had begun suspending its Iranian joint-venture activities. Its statement concerned both Iran Khodro and SAIPA. A historic Peugeot-derived product therefore should not be treated as proof of an uninterrupted contemporary relationship with the French manufacturer. s3
[s2] [s3]Management transfer and ownership
AFP reported on 5 February 2025 that private companies had entered Iran Khodro's board and management had been transferred to the private sector, citing Iran's official news agency IRNA. Crucially, the report said the announcement did not establish whether the state had exited ownership completely or retained a minority interest. Describing the development as a management transfer is therefore more defensible than claiming complete state withdrawal. s4
The incoming consortium promised better vehicle quality and disclosure of company losses. These commitments identify issues the new management said it would address; they do not demonstrate improved quality or financial recovery. Assessing those outcomes requires subsequent accounts and independently interpretable performance evidence. AFP also placed the company within an industry criticized for prices, quality and losses, while noting sanctions-related obstacles to foreign investment. s4
