Research cutoff: · Updated:Where planning becomes more precise
Tarh-e tafsili means detailed plan. The statutory definition places it within the master plan's general criteria and regulations, then specifies neighborhood land uses, precise land locations and areas, circulation networks, and population and building density. It also calls for ownership-related maps and information based on registration documents. This combination links spatial proposals with the existing subdivision and documentation of urban land. s1
Population density and building density are separate parts of that definition. One concerns the concentration of people; the other concerns the intensity of construction. A detailed plan therefore contains more than a land-use label. Its maps and associated specifications must be read together to understand the arrangement being proposed. s1
[s1]Approval is a specific institutional function
Article 5 of the inspected council law assigns examination and approval of detailed urban plans and their changes to a designated commission. The reproduced text describes a provincial commission and a separate arrangement for Tehran. It also requires confirmation by the master-plan approving authority when a detailed-plan change affects the basis of the master plan. These provisions explain why detailed planning involves a relationship between local proposals and wider planning authority. s2
The commission's planning role should be distinguished from the municipality's obligation to implement council decisions. These are separate functions in the inspected legislation. The account here explains that institutional distinction; it does not establish the applicable procedure or development entitlement for any individual property. A complete current-law check and the relevant local documents remain necessary for that purpose. s2
[s2]Beyond new development
Detailed planning also applies to existing neighborhoods. The development-plan regulation identifies improvement, renewal, reconstruction, and restoration schemes as detailed plans for parts of the urban fabric. It separately identifies land-preparation schemes for new urban development. This distinction is useful when reading a proposal: changing an inhabited neighborhood and preparing a new development area begin from different physical circumstances, even when both fall within detailed planning. s3
[s3]What the plan cannot demonstrate by itself
Research reviewing Iranian urban-development studies identifies institutional overlap, weak coordination, and financial instability among implementation barriers. That finding supports a cautious reading of a detailed-plan map: the designation of an intervention does not itself show that the intervention has been completed. Assessing an actual neighborhood requires evidence of implementation alongside the approved planning documents. The review does not provide a uniform completion rate for all Iranian cities. s4
