Research cutoff: · Updated:What does highway network mean?
The first challenge in describing Iran’s highways is defining the network being counted. A presentation by the Iran Chamber of Commerce, Industries, Mines and Agriculture separates freeways, highways, major roads, minor roads and rural roads. It also identifies transit roads linking borders. A transit designation therefore describes a corridor function and should not automatically be treated as an additional, mutually exclusive construction class. Adding every published category together could produce a misleading total. s1
For international readers, this makes the English word “highway” particularly important to interpret in context. A source may be discussing a particular road class rather than every substantial road in the country. Comparisons should preserve the source’s categories instead of assuming that a broad English label has a uniform statistical meaning. s1
[s1]Infrastructure and its operation
A 2021 study in the Journal of Road Safety describes the Road Maintenance and Transport Organization, commonly abbreviated RMTO, as the principal government agency responsible for rural road safety under the Ministry of Roads and Urban Development. It distinguishes those responsibilities from urban roads, which it assigns to local government. This is the institutional arrangement described by that study, rather than a newly verified statement of every responsibility at the editorial cutoff. s2
The study examines speed management as a combination of road design, speed-limit setting and enforcement practice. Its relevance extends beyond the number of kilometres built: a network’s safety cannot be inferred from its length alone. Design and operating practices require their own evidence, and an infrastructure expansion announcement does not establish that safety outcomes have improved. s2
[s2]How to read network statistics
TRACECA, the Europe–Caucasus–Asia transport cooperation programme, states that its Iran statistics were collected from reports by Iranian organizations. Its statistics landing page carries a July 2019 update date, so it cannot establish present network conditions. s3
The International Road Federation announced a newer World Road Statistics edition in September 2026, covering reporting years through 2024. That announcement identifies a promising source for further research, but it does not itself supply inspected Iranian observations. A release year and an observation year are different: publication in 2026 does not mean that a 2026 network measurement exists. s4
A defensible trend therefore requires the underlying country tables, consistent class definitions and an explanation of changes in coverage. This page leaves annual datasets empty rather than combining undated inventory figures with differently defined historical totals.

limitations
- Current route geography and provincial network differences remain insufficiently researched.
- Institutional responsibilities are described from a 2021 study and require current verification.
- The IRF release announcement was inspected, but its underlying Iranian data tables were not.
- Some subsequent attempts to retrieve previously opened documents timed out.
- Sources were accessed after the editorial cutoff; cited publication content predates that cutoff.
unverified items
- Current official bilingual definitions of highway, expressway, main road and arterial road.
- A verified national map of highway routes and their classifications.
- Provincial differences in condition, accessibility and maintenance.
- Changes in institutional responsibilities since the cited study.
data gaps
- A comparable annual road-class series for 2012–2026 was not obtained.
- No consistent annual pavement-condition, traffic-volume or maintenance series was verified.
