Research cutoff: · Updated:Retirement is an insurance relationship
Iran’s pension landscape consists of multiple arrangements rather than a single universal retirement payment. A World Bank study published in 2023 describes a system of contributory, defined-benefit pension funds. In a defined-benefit arrangement, pension entitlement follows a prescribed calculation rather than simply paying out an individual investment account. The study identifies informal and seasonal work as important locations of gaps in pension insurance. Its institutional counts and coverage estimates describe the period studied and should not be treated as a current census. s1
The historical Social Security Law illustrates why both earnings and contribution records matter. Its retirement provisions calculate pensions using covered earnings and years of contribution. This legal architecture helps explain the distinction between reaching an age and establishing a pension entitlement, but the archived translation cannot by itself establish a claimant’s current eligibility. s2
[s1] [s2]Why a single retirement age is misleading
A Persian reproduction of the implementing regulation for Article 29 of the Seventh Development Plan describes increases in required contribution periods that vary with a person’s existing contribution history. It also identifies limits on those increases and exceptions governed by separate rules, including hazardous occupations and certain disability-related categories. These provisions should not be reduced to a claim that every worker must retire at one newly increased age. s3
The reproduced regulation also distinguishes continued employment from retirement before completing the additional required contribution period, with proportional pension provisions for qualifying cases. Because an official consolidated text and subsequent implementing amendments were not verified here, this account explains the reform’s structure rather than providing an eligibility calculator. s3
[s3]Income protection and financial sustainability
The World Bank’s historical household analysis finds that pensions and cash assistance play different distributional roles. Better-off households relied proportionally more on pensions, while poorer households relied more on cash transfers. The report describes pension adjustment mechanisms as helping protect purchasing power during the period examined. That finding does not guarantee that every pension subsequently kept pace with each household’s living costs. s1
The same study identifies population ageing as a source of growing pressure on pay-as-you-go pension finance, where current resources support current beneficiaries. Retirement policy therefore concerns both income security and the capacity to sustain payments over time. A useful assessment must keep eligibility, benefit adequacy and financing distinct: changing one does not demonstrate that the other two have improved. s1
