Connecting legal records with identifiable property

The State Organization for Registration of Deeds and Properties is named in Iran’s Comprehensive Cadastre Law as the body responsible for implementing cadastral work, issuing cadastral ownership documents, and establishing and operating the integrated information system described in that law. Its Persian name is Sazman-e Sabt-e Asnad va Amlak-e Keshvar. s1

A cadastre is more than a collection of maps. The law defines it as an organized record of land parcels that combines mapping with characteristics such as size, use, and registration or legal information. Cadastral work includes surveying, checking maps against conditions on the ground, adding descriptive and legal records, and updating the resulting information. This explains why a boundary drawing and an ownership document perform related but different functions. s1

An extensive statutory ambition

Adopted on 1393/11/12 in the Solar Hijri calendar, the cadastre law sets an extensive national scope. Article 3 requires the identification and stabilization of boundaries across public and private land and specified natural features, with information made usable through cadastral maps and ownership documents. This is a statutory obligation, not evidence that the intended coverage has been achieved. s1

The distinction is especially important when describing digital registration. A law can require an integrated information system without establishing that every historic record has been reconciled, every boundary dispute resolved, or every locality served equally. The inspected material supports an explanation of the system’s intended structure; it does not support a national completion percentage.

Registration beyond land

The organization also appears in Iran’s industrial-property framework. Article 134 of the 2024 Industrial Property Protection Act, in the inspected English translation, identifies it as the registration authority for matters including inventions, industrial designs, trademarks, and geographical indications. These are rights concerning creations, commercial identifiers, or product origin, rather than physical land boundaries. The article also assigns representation concerning industrial-property matters before the World Intellectual Property Organization and relevant convention unions. s2

These two areas should not be conflated. A cadastral ownership document and a trademark registration concern different objects and legal processes. Their institutional connection helps explain the breadth of the organization’s name, but an application’s registration does not by itself establish the organization’s overall effectiveness. A fuller account requires verified evidence about its other registration services and the implementation of recent property-law reforms.
