How a minister takes office

Under Article 133, the president appoints ministers and presents them to parliament for confidence votes. Law determines ministerial numbers and responsibilities; election of a new parliament does not itself require renewed confidence. The president heads the Council of Ministers and coordinates government policy. s1

Ministers answer to both the president and parliament. The president may dismiss them, but replacements require parliamentary confidence. Changing half the cabinet after its confidence vote triggers a fresh government confidence vote. A ministry without a minister may have a presidentially appointed caretaker for up to three months. s1

Collective decisions within legal limits

Article 138 authorizes administrative and implementing regulations, which must conform to law. Cabinet regulations and specified ministerial commission decisions are communicated to the parliamentary speaker for review of consistency with legislation. Ministers also bear responsibility for decisions approved collectively. s1

This distinguishes cabinet administration from legislation: a government regulation cannot legitimately substitute for a legal amendment. Confidence votes concern political accountability, while review of regulations concerns legal limits. These mechanisms address different questions and do not by themselves establish effective oversight. s1

A documented formation episode

On 21 August 2024, parliament approved all nineteen ministers proposed by President Masoud Pezeshkian, according to Iran Press’s contemporaneous report. Its list covered portfolios ranging from education and health to petroleum, intelligence, foreign affairs and roads and urban development. The breadth of that list illustrates the cabinet’s administrative reach, but does not establish that every state institution falls under ministerial command. s2

Independent reporting by Associated Press described the appointments as a negotiated consensus and identified continuity with the preceding administration in several portfolios. Those observations concern the composition and politics of the initial team. They are not evidence that the same individuals remained in office at the editorial cutoff. s3

When reading a cabinet announcement, distinguish nomination, parliamentary approval and subsequent tenure. Likewise, an approved ministerial program is an undertaking whose implementation needs separate evidence. The initial confidence vote is a documented institutional event; judging service delivery or policy effectiveness requires budgets, implementation records and outcomes. s1s2s3

limitations

  • The August 2024 formation example is historical and must not be treated as a current cabinet directory.
  • Constitutional procedures do not establish the effectiveness of parliamentary scrutiny or implementation of cabinet decisions.
  • The diagram excludes statutory exceptions and informal consultation practices.

unverified items

  • Cabinet membership, vacancies, dismissals and caretaker appointments at the editorial cutoff.
  • Current ministerial organization under legislation enacted after the cited formation episode.
  • Implementation evidence for specific cabinet programs and regulations.

data gaps

  • No comparable annual series of ministerial turnover or cabinet decision implementation was verified. A single formation vote does not justify an annual chart.

coverage period

Constitutional framework revised in 1989 and the initial cabinet approval of August 2024.
