An organization focused on occupational skills

The Technical and Vocational Training Organization, or TVTO, occupies a different institutional space from a university. UNESCO-UNEVOC identifies it with skills training and vocational qualifications and places it within the Ministry of Cooperatives, Labour and Social Welfare. Its Instructor Training Center in Karaj, west of Tehran, prepares instructors for TVTO and affiliated institutions. The centre was established in 1974 with assistance from the International Labour Organization and the United Nations Development Programme. s1

Certification is a distinct part of this role. UNHCR’s public information explains that participants who complete TVTO courses and pass their final examinations receive official TVTO certificates. This supports recognition of assessed skills; it does not establish automatic recognition by foreign authorities or a guarantee of employment. UNHCR also links to TVTO’s website, providing the basis for the website field on this page. s2

Instructor development and modernization

UNESCO-UNEVOC describes a 2023–2028 project to modernize the Instructor Training Center, implemented with UNESCO Tehran and funded by the Korea International Cooperation Agency. Its stated purposes include improved teaching facilities and methods, staff development, and more relevant vocational learning. These describe intended changes rather than independently measured effects. s3

A separate account records that the project was formally introduced in Iran on 17 December 2024 at the Karaj centre. The event included a project-office opening, demonstrations by the centre and its partners, and discussion of skills gaps among graduates. The reported launch is evidence of implementation activity, while remaining distinct from completion of the full programme. s5

A measurable partnership with a limited scope

UNHCR’s August 2023 livelihoods update reports annual participation in TVTO classes supported through its refugee programme. The figures below concern that partnership, not all TVTO trainees or all vocational learners in Iran. They show lower reported participation in each year after the series peak in 2019. The document does not establish why participation changed, and these counts should not be interpreted as employment outcomes. s4

The same update presents a 2023 training target. That target is excluded from the historical series because a planned beneficiary count is not equivalent to reported participation. The short series is retained because it has a consistent presentation within one inspected source; it is not extended with differently scoped figures from later publications. s4

[s4]
UNHCR-supported participants in TVTO classes, 2018–2022Reported participation peaked at 2438 in 2019 and declined to 1766 in 2022. This is the reach of a refugee-training partnership, not national TVTO enrollment or a measure of jobs obtained.

Transcribed from the annual chart in UNHCR’s August 2023 Iran livelihood-interventions update. The document presents these as participant counts for 2018–2022. It does not describe deduplication across courses or years, annual geographic coverage, or revision procedures. Gregorian year labels are preserved; exact reporting-period boundaries are not specified.

data gaps

  • The 2012–2026 research window is only partially covered by the verified 2018–2022 partnership series.
  • Comparable nationwide annual enrollment and completion data were not verified.
  • Later programme reports were not spliced into the historical series because scope and comparability were not established.

coverage period

Historical partnership participation, 2018–2022; project launch in December 2024; modernization scheduled for 2023–2028.
