Research cutoff: · Updated:Banking technology beyond a single platform
Informatics Services Corporation occupies a place in Iran's banking technology landscape that extends beyond supplying an individual bank application. In a dated account, the U.S. Treasury described ISC as a subsidiary and technology arm of the Central Bank of Iran. It identified ISC with oversight of Shetab, Iran's electronic banking clearance network, and an affiliation with Shaparak, the electronic card payment network. Treasury also attributed development of the central bank's digital currency platform to ISC. These descriptions are explicitly Treasury's account, rather than a verified current organization chart. s1
[s1]A core-banking development announcement
An announcement on the channel identifying itself as ISC's corporate channel described a new core-banking platform under development. The project manager said it was being designed around BIAN, the Banking Industry Architecture Network standard, and described its approach as modular. The announcement scheduled initial testing for Esfand 1400 in Iran's Solar Hijri calendar. Its wording concerns intended testing and development; it does not establish that the platform subsequently entered production. s2
A separate management statement on the same channel discussed core-banking processing alongside payment switching and national payment systems. This demonstrates the breadth of the company's own operational account, but the statement supplies neither a comparable annual dataset nor an independent availability assessment. Performance claims should therefore remain attributed to management. s2
[s2]A dated international constraint
On February 14, 2024, the U.S. Treasury announced ISC's designation under Executive Order 13224, as amended, for support to the Central Bank of Iran. Treasury also alleged involvement in a network procuring restricted U.S. technology. The announcement establishes the U.S. government's action and stated rationale; its allegations are not presented here as an independent judicial finding. s1
That dated action is relevant to understanding the organization's international technology context. This page does not establish the complete legal position at the editorial cutoff or assess any particular transaction.
